ATS&R һаѕ already bееח paid $25,000 οf tһіѕ amount аחԁ аח additional $2,570.36 fοr reimbursable expenses.
Tһе District owes tһе remaining $69,051.40.
Tһіѕ іѕ tһе number Board President Lester Jones һаѕ bееח trying tο keep secret. During tһе past 5-6 months, Jones һаѕ bееח authorizing ATS&R tο perform сеrtаіח “pre-referendum” work. Never, חοt once, һаѕ tһе Board voted tο authorize tһеѕе services.

I want to see an itemized statement.
The original 14 page boilerplate ATS&R contract was submitted to Dr. Craig Hitchens on July 18, 2005. Other material was submitted on June 17, 2005. This has not be signed by the school board yet. What do we call this “due diligence” to take eight months to study the fine print in the contract?
Note that the $94,051.41 bill for 685.75 hours comes to $137.15 per hour. In appendix “A” of the unsigned contract is a list of hourly rates for various labor grade levels. Principal, grade 1 gets $143/hr; principal, grade 2 gets $155/hr; and a department director gets $136/hr. All the rest such as architect/engineer get $124/hr or less.
What this tells me is that the work in the latest billing was all done by department director or a mixture of principal and some lesser employees. The 685.75 hours is almost four man-months worth of “work.” What are they doing?
Normally local attorneys bill monthly.
What bugs me is that the board can’t even give an update on the land negotiations. It’s all closed door you see. Why can’t they at least tell us that they are dealing with three landowners located in the north, south, east, or west of the city, but are concerned about water and utilities. What we get is nothing.
If we don’t get new board members, and soon, we won’t have to worry about a new building referendum–it will never happen.

Board negotiations are held in closed meetings, but any action taken at the meetings is a matter of public record.
