The difference? One group destroyed private property, and those property owners aren’t likely to give the kids a pass on it.
The other group destroyed public property and the destruction has already been fixed, with the taxpayers paying for it. Since the taxpayers don’t have direct control of this process, those people that do control that public property are more likely to give them a pass. Hey, they were just having fun!
