Just say no to state of the art - like most things governmental it is really ass backwards. Fact is, what they are really talking about is the art of the state to take more of your money and deliver mediocrity in return; all the while claiming it is of high quality. ART in this context refers to anything that is new which can be shoved down the throats of unsuspecting and naive taxpayers.
