It’s Time to Fett’le with HTML!!

According to the Legislature, it appears our school finance director is going to need to take some training sessions in web based publishing. This should open some eyes to the type of nonsense taxpayers have been forced to support. (Looks like that forest killing “Print” button on his computer might get some relief soon too!)

2005 ASSEMBLY BILL 191

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SECTION 1. 120.11 (4) of the statutes is amended to read:
120.11 (4) The proceedings of a school board meeting shall be published within 45 days after the meeting as a class 1 notice, under ch. 985, in a newspaper published in the school district, if any, or publicized by school district-wide distribution prepared and directed by the school board, or posted on the school district’s Internet site, and paid out of school funds. If there is no newspaper published in the school district, the proceedings shall be posted or published as the school board directs.

For the purpose of publication, the proceedings shall include the substance of every official action taken by the school board at the meeting and a statement of receipts and expenditures in the aggregate.

The school board shall make a detailed record of all receipts and expenditures available to the public for inspection at each school board meeting and upon request.

    Well, well, well. What was once a troublesome request for information is now a statutorily mandated disclosure. What a hoot! Whomever placed this into the law clearly understands transparency and accountability.

    Let’s see how many new staff positions this will create. I can just see it now, an assistant financial administrator in charge of meetings documentation disclosures and statuatory financial ramification statements! Whew…

    Actually, you could cut out Fett’s job. Get someone who understands double entry bookkeeping and is Database savvy and understands ISO accounting standards. Get someone who knows how to extract data from the accounting system. Write a one time parameterized extract to pull the needed data. Use excel to create a web page with the data. Wallah! A reusable query to get the requested data. I will train someone to do what I did. I will automate so it will be done so no one will have to touch it or maintain it. Tops school board should have to pay monthly should be 1 hour of labor which I will gladly do for 50$. I will do the all of the above for 500 dollars and then only $50 a month.

    It’s not that easy Admin. With Arnie Fett gone who will stonewall the taxpayers when they are asking for pertinent financial data? Who will grease the local bankers and business people with lucrative contracts? Who will reward former board members with “no bid” contracts? Who will sit in closed door illegal meetings to agree to union contracts that we can’t afford? No, it’s just not that easy Admin, but nice try.

    Right on Tax Boy! Except that you forgot that absolutely no-one has to look at expense reports, so maybe it is a wash.

    It looks to me like maybe some taxpayers will be getting a check back from the district for the requests that have been illegally charged for. Do you suppose Arnie Fettle has a seperate account for illegal charges he accrues money in?

    What would the line item look like where enRon put his illegal golf money back into the distict? What would the entry say? Wouldn’t the board ask about it before they approved 7-0 the monthly expenditures?
