My Take: Apparently the Oshkosh Northwestern paper calls their editorials, ‘Editorials’ if they write them, that is the editorial board, and “Letters” if citizens write them. Humm.. This article simply deals with blaming the legislature. The article is simply a cost shifting scheme. “Don’t blame the locals for their tax bills, blame Madison”, they say. They were belly aching about 1.06 million that caused a 5.7% increase in local taxes. They said if Madison would have given them the 1.06 the 5.7% would have been less. Why not NO raise? Bottom line, if it’s local, or from Madison, the tax would have still be levied or the state income tax risen. No where is it mentioned that they should tighten their fiscal belt.

A pleasant surprise. However, there were naysayers, mainly the ones who have the most to lose, the state governement, city government, and unions, that think it is wrong to procede. My Take: Lasee says at the rate taxes are growing, they will easily double in 10 years. He says that it is is putting extreme strain on family’s and old grandmothers. It will be even worse here in Hudson if the tax-and-spending does not slow down. The major provisions include:
? Limits on annual growth in government spending, linked to CPI and population growth;
? Referendums to spend more than the limits, raise net tax rates, or enter into major bonding;
? Relief for local governments from unfunded state mandates;
? Protection for Shared Revenue and local school aid;
? A Rainy Day Fund.

My Take: At least this district is going through the motions and know that they have budget problems and are seeking public input into solving the problem. Of course they are screaming like Chicken Little about increased enrollments and crowded classrooms. But at least they seem open to discussion on issues that Hudson School District wouldn’t even consider. I wonder if at these meetings the board will actually answer in public the questions the public asks, and if they will be limited to only 2-3 minutes?

My Take: The Institute for Wisconsin’s Future (IWF) touts it is a non-profit, non-partisan statewide policy research and community education center. It could not be further from the truth. They tout tax envy, tax fairness, 6% sales tax, and dropping teacher salary contols. Their Board of Directors consist of heavy hitters in Education and Labor. I don’t know which is worse, that the Capital Times printed the garbage, or the actual severely biased and skewed article. But what else would you expect the “The Capital Times”, Wisconsin’s progressive newspaper ?

My Take … State Sen. Russ Decker (D) said that idea to raise taxes would be dead on arrival in a climate that currently favors tax freezes and TABOR legislation. Woo Who !! That’s what I want to here. TABOR needs to be presented from a position of strength and expectations. That’s what the Dems think, that’s what they will get.
The problems with Phillips District stems from making it exceedingly difficult to convince Phillips-area voters to support a referendum, because local incomes have not kept pace with property values and taxes. Sound familiar?

My Take… Unless we stop the uncontrolled growth, people will be leaving in droves. Madison mayor Cieslewicz’s spokesperson, Melanie Conklin, said “Madison does offer higher-than- typical services, and most residents are willing to pay for them. You get your money’s worth,” Conklin said. “People want high quality libraries, parks and police protection.” Melanie doesn’t seem to understand that it does not matter if you are willing or not, they will get their money.
There agian you get the word quality! No sh*t slick. Hmm. Duh.. we want low quality services. Money does not make the quality! It’s the organization and individual efforts with competition, like those found in the private sector, that make “quality“. There was a women quoted as saying that she has friends who have 1/2 the amount of taxes in Minnesota. So does Minnesota have only 1/2 the “quality” of living that Wisconsin does? I think not. Look soon for a Web site called WhyWisconsin.us where there will be a point by point comparison of South Dakota, Minnesota, and Wisconsin.

My Take… I actually called. They do not have anyone representing TABOR. So how can you have a discussion or debate if it is only one sided loaded with educational bureaucrats? Take a look at WAES and you will find an organization, by and for educational bureaucrates. They use a moto saying that they are “Ensuring All Children the Opportunity for an Adequate Education”. Of course the big problem with that is who gets to define “Adequate”?

Commentary:Hmm. It says Senate Democrats burst into applause when they heard news of Schultz’s selection. The Dems did not like Fitzgerald. Newly re-elected Assembly Speaker John Gard said he was delighted. “It’s a great sign, the best sign I could have,” said Gard, who predicted the Assembly would pass a property tax freeze in the first 100 days of the new session. While Schultz said he didn’t know what form of spending caps he would support, he did say he was committed to holding hearings and having a vote on TABOR as soon as possible. “I think it is critically important that we decide what it is that we feel is acceptable as a proposal for TABOR,” Schultz said. Let’s just hope the version of TABOR is not watered down like the Gard-Panzer version.

He said people who support TABOR are cowards because they won’t be around, to tell those elderly property owners to take their own brush to the dump or face the mom whose kids won’t have a lifeguard at the beach next summer.

I have taken part in a forum with Andrew Reschovsky – he is no friend to TABOR. You can expect this forum to be a joke.
TABOR forum in Manitowoc may be balanced. Below is part of the news release on the forum for reference:
MANITOWOC ó Placing restrictions on state government spending and tax collection will be the focus of a forum set for 6:30 p.m. on Thursday, Nov. 18. The public is invited to attend the free program.
?Constitutional Revenue Limits ó Is TABOR Good for Manitowocî is the title of the program to be held at the University of Wisconsin-Manitowoc Auditorium. UW-Madison economics professor Andrew Reschovsky is the featured speaker.
Sponsored by the League of Women Voters of Manitowoc County, there will be a four-member response panel, including State Sen. Joe Leibham, R-Sheboygan, county Republican Party vice chairman Bubba McDonald, businessman and Manitowoc Public School District Board of Education member Ron Kossik, and Manitowoc County Executive Dan Fischer.
I would expect the participants to be for or against TABOR as follows:
For: Senator Leibham, Republican Party VP McDonald, and Businessman Kossik.
Against: Prof. Reschovsky and County Exec. Fischer.
Maybe one would flip to against, but if the “experts” are any good, it could turn into a vigorous debate–who knows, maybe even violent.
If we hear nothing from the Manitowok Herald Times on the Nov 18th forum, we’ll know that those in suppoort of TABOR won.
