I cannot give you the exact exemption here, but the League of Municipalites conference was challenged for the same issue, and it is allowable. I think what would have to be proven to be a violation of law is that some type of official action was taken pertaining to the district or government body. I’ll see if I can find teh year and exact case.
So let me get this straight. The school board can all get together at the WASB Convention (or, per hpas some other convention), all sit together, discuss matters concerning the school district such as referndums, how they will vote on an upcoming teacher contract, and any of a myriad of other matters but due to the fact they are attending a WASB gathering they are exempt from the walking quorum rule?
If this is true, then we have a problem to which our elected representatives should respond.
The loophole should be closed and no exemption allowed. You know as well as I that this crowd was in fact discussing board matters to which the public should have been privy. To assume anything else from this group is irrational. What about the car ride down there? How about the breakfast get together or the lunch and dinner? Oh, and don’t forget the cocktail party.
I could care less how many years Nancy Donovan sat on school boards – it is irrelevant and more evidence of the corruption and waste in government monopolized schools.
Also, and I was in attendence at last nights meeting, why would WASB make a big deal over a board member who, if memory serves, guilty of violating the open meeting law.
I find this amazing that we have a group violating the walking quorum law and as an excuse they telly us they were there to celebrate the tenure of a board member who was a violator of the open meeting law! Ufff da!!!!!

You see, “nettie”said they did not discuss anything, so they did not discuss anything! I don’t know why such irrational ramblings about something so petty seem to be going on here. There is absolutely nothing wrong with seven, all seven for that matter, board members riding together, sleeping together, eating together, meeting together, or socializing together. What is relevant here is that they did it at a WASB convention and not in our own backyard. I agree, there is absolutely nothing wrong here. If Nettie says so, than call me a sheep Bah! Bah!
Techncially it is illegal, but you have to prove bleh, bleh, bleh, etc. Most DA’s when given open meeting violations immediately refer them to another jurisidiction, you know it might get political or something. Actually this whole thing goes back to the old days in Wisconsin when local government officials would gather at the local pub after a meeting. (this is if they all got along!) Eventually when open records and meeting violations were determined to be a problem, the laws changed. The bizarrre part of this is that if four members happen to all be at the coffee shop in the AM, there is a violation. I think what has to be proven, and it would probably be difficult, is that an official board action took place at the WASB convention. Yep, the law is about as clear as school financing.
